I've hit my Free 5$ a month and then i Upgraded to the special basic plan with 500 Credits and ~1$ a month.

Now i cant run any actors anymore and on every actor it says "You do not have permission to run this public Actor"

That's corrent. The Creator plan cannot run public actors because it would be super cheap. You would need to get back on Free or upgrade to Starter.
