All of my Actors recently stop working and return this error message:

I suspect the issue might be due to an unpaid invoice from July 7th, even though I paid other invoices on July 15th and 31st. The problem was caused by my PayPal account blocking duplicate transactions. I have manually paid the outstanding invoice, and the billing section now shows that all invoices are paid. However, my account is still experiencing the same issue. Is there something else I need to do to get my account working again? This is significantly affecting my job.
